01 — About Masar

A specialist advisory
built for this region.

Masar Sports Advisory is a specialist sport governance and institutional development consultancy, registered with the Qatar Financial Centre and headquartered in Doha. We work with federations, leagues, clubs, and government entities across the Gulf and the Arab world — designing the governance frameworks, regulatory structures, and institutional capabilities that professional sport requires.

The region has no shortage of sport consultancies. What it has lacked is a firm that is natively from this market, trained in international standards, and with the institutional experience to know the difference between a framework that looks right and one that will actually hold.

"Most international firms bring global frameworks without regional fluency. Most local firms bring regional access without specialist depth. Masar was built to be neither."

01Foundations first.
02Context is not optional.
03Build capability, not dependency.
04Independence, without exception.

Who is behind Masar

Nisrein Al Qaisi
Nisrein Al Qaisi
Founder & Managing Director

Nisrein Al Qaisi is a legal consultant and sport governance specialist with experience across a leading law firm, the Qatar Stars League, and FIFA. She founded Masar to bring that combination — legal training, institutional experience, and regional fluency — to bear on the governance challenges Arab sport institutions face.

At Qatar Stars League, she led the work of equipping clubs with the professionalisation tools that leagues and federations increasingly demand. At FIFA, she applied that same institutional perspective at the international level. She holds the FIFA Masters and works in Arabic and English.

02 — Services

Four pillars.
One specialism.

Every engagement is built for the organisation it serves — grounded in the specific regulatory environment, institutional culture, and strategic reality on the ground.

01
Governance & Institutional Design
Building the governance foundations that allow sport organisations to operate with transparency and long-term integrity.
We design governance systems built for the organisation's actual context — not imported from elsewhere and imposed without adaptation. Our work has helped clubs and federations across the region adopt the professionalisation standards that international sport bodies increasingly require.
02
Regulatory & Policy Advisory
Navigating regulatory environments with the legal literacy to build frameworks that actually hold in practice.
The gap between a policy document and a functioning regulatory system is where most institutions lose ground. We bring legal depth, institutional experience, and regional fluency to make frameworks work in the specific environment where they will be enforced.
03
League & Competition Development
Supporting leagues, federations, and clubs in building the professional standards that make sustainable competition possible.
A well-run competition is not a product of good fortune — it is the result of deliberate design. We work at every stage: from licensing systems and club development standards to the operational frameworks that raise the floor across an entire ecosystem.
04
Strategy & Capacity Building
Developing long-term institutional direction and the internal capability to deliver on it independently.
Strategy without implementation capacity is a document. We develop strategic roadmaps grounded in operational reality, and build internal capability through executive training, facilitated workshops, and structured knowledge transfer — without creating continued external dependency.
